The 2016 National and Local Election challenged my political career to run as Independent Candidate for Sangguniang Panlalawigan Member of the South District, Province of Antique. The basic reason why I run as Independent Candidate is to prove that I am not a “political parasite”. Indeed it was an uphill battle to run without the support of any political party nor politicians. Despite of my limited resources, I won the political arena. I ranked number 5 with a margin of three (3) votes. How did I make it? It is a destiny.

In 2019, I was re-elected under National People’s Coalition (NPC) Party I garnered 53,870 votes. I ranked number three (3) for my second term.

The recently concluded 2022 national and local election has given me a mandate to serve for my last term. I shall be a good shepherd for the Province of Antique.

According to Tiberius Caezar, A Roman Emperor, and I quote; “It is a duty of a good shepherd to shear his sheep, not to skin them”

Therefore, while many of us cannot hide the bulging stomach, we must not skin Antique that it will appear too thin to sustain the golden era of progress and prosperity.

My three remaining years shall focus on Environment, Peace and Order and Public Safety, Infrastructure and Sports Development in the Province of Antique. CONSERVATION OF ENVIRONMENT FOR ECOTOURISM I shall sponsor enabling resolution and ordinance to ensure the sustainable utilization of our resources not prejudicial to the future of our next generation. We have to adopt legislative measures to set safety nets for whatever means of extraction of our minerals for the general welfare of every Antiqueño.

It is our moral obligation to shield against unscrupulous utilization of our forest product, marine life and other natural resources with high economic value.

I encourage my colleagues to support the Philippine Biodiversity Strategic and Action Plan (PBSAP) whose vision is that by 2028, biodiversity is restored and rehabilitated, valued, effectively managed and secured, maintaining ecosystem services to sustain healthy resilient Filipino communities and delivering benefits to all. The PBSAP is our gateway towards sustainable and productive Ecotourism Program in Antique.


The geographical setting of Antique manifests that we are living in disaster prone province. The West Panay Fault line traverses from the northern to southern part of Antique, Mindoro Trench and Negros Trench are natural hazard that pose threat to our province.

We need to institutionalize the Provincial Local Disaster Risk Reduction Management Plan to build a resilient province against the challenge of climate change.


Nelson Madela, former president of South Africa, once said and I quote; “Peace is a greater weapon for development that any people can have.”

Peace and order is an essential ingredient in maintaining economic, social order and political stability. A condition of peace and order facilitates the growth of investments, generates more employment opportunities and attracts more tourists.

We must unite with our Stakeholders in protecting our society against criminality. Everybody shall advocate the peaceful community.

I shall encourage the members of Provincial Peace and Order Council (PPOC) to revisit and assess the Provincial Peace and Order Plans. The plan shall attune and responsive to the global, national, and local threat to prevent lawless elements who interfere the normal condition of our province.



The Sangguniang Panlalawigan has approved Devolution Transition Plans (DTPs) of the Province of Antique as required by the Department of Interior and Local Government (DILG) under implementation of Mandanas-Garcia Ruling.

LGUs currently get their IRA from 40% of national internal revenue taxes collected by the BIR. The Mandanas-Garcia ruling is projected to increase the IRA by 27.61%.

In consideration of the projected increase, I have to adopt measures for effective implementation of infrastructure programs and projects that will bring adequate infrastructure development for faster economic growth and alleviation of poverty in the countryside.


Sports are a crucial part of a student’s growth and development. They help in the development of mental health and physical fitness of the body.

I shall introduce an ordinance creating the Antique Sports Commission to craft the Antique Sports Development Plan 2022-2025 in coordination with the Department of Education (DepEd) and the local government units. The plan shall anchor on long term athlete development training (LTAD) and community-based sports.

I thank our Creator for making me servant leader for the Province of Antique. My gratitude to my family, my friends and supporters who inspire me to continue serving my constituents. I salute to the Antiqueños who believe that I can make a difference in public service.

Indeed, the Province of Antique needs leader whose ambitions are not confine to their own selfish desires.

I wish, someday our children can march according to the beat of their own drums. Mabuhay ang Antiqueños. God bless Antique.
